The task of structural policy is, in particular, the creation of equivalent living conditions in all regions of Germany, as it is an objective contained in the spatial planning law. Tax policy is one of the joint tasks of the federal and state governments, but its development within the European community is becoming increasingly important. The EU structural policy with the aim of strengthening economic and social cohesion in Europe (Art. 158-162 EC Treaty) is pursued in close cooperation with the member states and around a third of the EU budget is used for this. The structural funds are among the most important financial instruments.
