Coal penny

The term coal pfennig was used to describe a levy that every electricity consumer in the Federal Republic of Germany had to pay from 1974-1995. The income was used to subsidize the use of domestic hard coal to generate electricity, which was more expensive than imported coal. As a result, hundreds of thousands of jobs were supported.
